Yes, Tri Attack will hit and deal full damage regardless of any pokemon types. Game breaking? I don't think so since normal type doesn't have any offensive advantage against any types.

Basically a more powerful Refresh with less PP. Can't think of an animation.

Super Scream:The user lets loose a piercing shriek that induces the "Headache" status, which halves the opponent's special attack and drains 1/16th of their health each turn.

PP: 15.

Animation:Resembles screech with red sound waves. (Not that sound waves actually have color, but you get it.)

Basically a status with a specially inclined burn.

Effect: For one turn, any Pokemon that attacks the user becomes confused and their accuracy decreases sharply.
Animation: The Pokemon's sprite turns totally black, and a cloud of shadow spirals out of the sprite's mouth, and surrounds it in a spiral, which goes out of the screen. The whole thing lasts five seconds.

Desolation (Special)- The user unleashes its pain, sadness and anger at the foe, dealing damage proportional to HP lost, stat decreases and status conditions.
Type: Ghost
Base Power: Varies (Base 10)
Accuracy: 75
PP: 10
Effect: For every 1% of HP lost, the base damage of this move increases by 2%. Status conditions, including Confusion, multiply the damage by 1.5. each stat decrease increases the damage by 1.1.
It's essentially a glorified version of Facade with some extra goodies.
Animation: The user's sprite is surrounded by dark blue balls of smoke and these balls of smoke are sent out in a burst of violet energy in the form of neon-ish, thick lines.
