Pretty much. Since Pokemon is meant to mirror our world, and similarly, since the pokemon in Pokemon are meant to mirror non-human animals, I think that between regions Pokemon should have some sort of distinction based on where they came from. They did this with Gastradon, sort of, it wouldn't be impossible for them to do it again.
