I am new and I was wondering if somebody could tell me where can I find all the D/P Battle Backgrounds, and all the enemy and player bases in battle.

Lol. Not at all. I'd be glad to point you in the right direction.
If you want to get into Game Development, you should use RPG Maker XP and Poccil's Starter Kit. I'll give you a link here.

Poccil is the first poster in this thread. Just click on the link in his signature and download his Pokemon Starter Kit. He has all the resources and scripts that you'll need to make your game

I use that starter kit, and perhaps I might post a game, by the way.
I hope somebody could tell me where to find the bgs and bases.

If you go to Serebii Forums, a user named klnothincomin has ripped them. Look in the Fan Sprites section.
