When I was a stupid kid I think I just power-level my Pokemon until I could beat her with brute force. Took sooo long every single playthrough.

When I got older I discovered Sleep Powder. Works for me.

I think the best way to beat Whitney was to have a Pokemon with a Fighting-type move. If that failed, I would usually try to stall out her Miltank by using Gastly + Curse. In-game I think that the Ghost-type + Curse combination can actually bring you a relative degree of success especially since most of the Gym leaders have fewer than 6 Pokemon.

I dont recall ever having trouble with her in crystal when i played it. In Heartgold i remember it was slightly more challenging than the average gym, but still nothing crazy.
