It's inside the plant that's the point of it lol.

maybe you have forgotten who happens in gold/silver. the power plant is closed so its outside over there. in red it was inside. get it?

When more's done. Only New Bark Town is translated up until now, but I'm making progress fast. I might release something when I'm up to Ecruteak or something though.

That's not really what I meant. That screen shows the top part of Route 23, I want to see the bottom.

For instance, this is Route 23 in Red/Blue:
