Because you're probably trying to post something that includes a url (that can even be a smiley - but that might not count anymore). It's set at 15 posts to avoid spambots from making posts quickly.
So you'll have to make 12 more on-topic posts somewhere around PC. Other Voting Polls as well as Pokemon General are probably best if you want threads that you can post in quickly. Or alternatively, other gaming sections. Depends on what you like.
