I'm afraid that this review is a little harsh. I'm sorry for that, but it's in the name of making your site better. :)
Layout
Not only is the layout too busy, like others have said, it's also a free layout by Freewebs. This is very familiar, and detracts from the originality of your site. In the short term, you should remove the sprite background and improve the banner (if you lack the graphics skills to make one yourself, ask in one of the graphics shops here). In the medium term, you should learn HTML and CSS (if you don't know them already) and build your own layout. An original layout with effort that is flawed works better than a generic sitebuilder one.
Atmosphere
The site is rife with grammatical errors, which does detract from your site's atmosphere. For example, take this sentence on the front page: "New section :Pokemon of the Week every week i will post a page dedicated to a pokemon and its evolutions from Bulbusaur to Arceus". The colon is misplaced (it should be "New section: "), "i" should be capitalised, and there should probably be a comma after "evolutions". I suggest you run everything you want to say through a spelling and grammar check, like MS Word, before posting it on your site.
The site also lacks personality. This isn't bad for all sites, but with a site this small, you need to have a bit of charm and flair. Don't get me wrong: you're not actively repelling readers with your style, but you're not hooking them in, either. Try to develop your own writing style so people will be able to recognise you. It's difficult and it takes time, but have that goal in the back of your mind when you write content.
Uniqueness
The site lacks uniqueness. Content that you have can easily be found elsewhere, and it can be found in greater depth. This is the thing that really hurts small Pokémon sites: with all the big sites out there, it's hard to develop new content. But it is, alas, a necessity, or nobody new will come to your site.
Therefore, it is my suggestion that you ask yourself the questions: "What am I good at? What can I do better than anyone else? What do I have to offer?" This may take a bit of time and research, but it is essential that you do think about it before you move forward.
Informative Content
Your site suffers from a lack of content. The lack of quantity is because it's a new site, which is perfectly fine; this is to be expected. However, the lack of depth and originality in your content is troublesome. For example, your Pokémon of the Week only consists of images.

Overall, your major hurdles are the lack of originality and lack of depth in your content. You need to work really hard to improve this, but with time and effort, you may be able to get there.
