Well.... hmmmm..... I'm kinda positive it is. I've asked chains about the sceptile and he said a common pokemon like sceptile has any IV combinations. And the info of this sceptile said it's caught in a regular pokeball like it always should be, it was egg received from the daycare, and It doesn't have max contest conditions. So I think it is legitimate.
