Missingno = Ketsuban. 欠番 = Ketsuban = Missing number, hence Missingno

But you know, Missingno. wasn't created by nintendo on perpose in the first place, so I believe that if you encounted a missingno in the japanese verison, it'll might be ramdom characters.
