Why can't it be EV trained even if i trained it, is there a rule or something?

not exactly a rule, but its not possible to ev train a pokemon if it has already been partially trained, so just meet me in union room and i will give you your pokes back

No, most shiny's I have are high leveled or low leveled but not 1

then do you have a fully trained poke with max IV's and Shiny? And is also Ev trained?
