Well I don't really know what a mystery event it, but I know this:
If you are using WiFi to do this, then yes you can do it with anyone and anywhere.

The mystery gift function in Diamond/Pear is, according to Nintendo, for receiving event Pokemon through wi-fi or near a wireless station (like in the UK Manaphy event).
