May I use this

for my hack?
I needed 1 fakemon, and I was gonna name it Eeveon.
If I can use it, I'll obviously credit u and I'll need a backsprite.

not always, your meant to increase the colour limit by saving it as 24!-BITMAP, and then .PNG

well, actually, to tell the truth, i think the hair needs to be fixed.

It's more than just the hair. It's everything. The shading, the anatomy, the pallete, everything. I don't know what style you're aiming for, but if it's any official style this fits in with none of them.

The side sprites are a whole 3 pixels taller. The eyes on the side are 2 pixels to high.

The shading on the hair is unatural. When the lightsource is directly above, you wouldn't make the top darker.

Your pallete choice is very - weird? The skin is a yellow, unlike the tanish brown is should be.

Use a reference. Always use a reference so you don't mess anything up.
