You can get Ho-oh in Ulta Sun, but you can't get it in Ultra Moon. You can get Lugia in Ultra Moon, but you can't get in Ultra Sun.
GUESS WHAT?! Both of them are switch over! Now you can get Lugia in Sun series and you can get Ho-Oh in Moon series.

2. If you live outside of USA, then you must show me picture of your game system from USA and your game cartridge.
