  • You have no SpinBlocker on this team, so I'd recommend you use a Golurk since it can also abuse Sandstorm's SpD boost. Not sure what to replace, though...

I'd attempt to give one more Pokemon a PHazing move, and one Pokemon should probably learn Haze.

*facepalm* Ground Pokémon don't benefit from the 1.5x Special Defense boost in sandstorm. Golurk doesn't really fare well in OU, because of its common weakness.

    Anyway:

Tyranitar can't learn Shadow Ball. You may be looking at Shadow Claw, but Tyranitar doesn't get STAB from it; it gets STAB from Crunch, which has the exact same supereffective coverage as Shadow Ball. Also, Focus Punch requires tons of prediction to use, as it fails if Tyranitar is hit. Superpower is more reliable Adamant >>>>>>>>>>>>>>>>>>>>>>>> Impish for more power:
    -Stone Edge
    -Crunch
    -Pursuit
    -Superpower
    Nature: Adamant
    EVs: 180 HP/252 Atk/76 Spe
    Item: Choice Band
    Ability: Sand Stream

Never, ever, ever use Air Slash on Skarmory. Its Special Attack is just too low to use the move effectively:
    -Spikes/Stealth Rock
    -Whirlwind
    -Roost
    -Brave Bird/Drill Peck/Taunt
    Nature: Impish/Careful
    EVs: 224 HP/252 Def/32 SDef or 224 HP/32 Def/252 SDef
    Item: Leftovers/Shed Shell
    Ability: Sturdy

Garchomp can act as a backup phazer should Skarmory go down:
    -Stealth Rock
    -Earthquake
    -Dragon Claw/Dragon Tail
    -Fire Blast/Aqua Tail/Protect
    Nature: Jolly
    EVs: 252 HP/196 Def/60 Spe
    Item: Leftovers

Starmie could be a bit bulkier here. Change Surf for Scald (the burn chance is nifty at times) and the EV spread to 248 HP/36 Def/4 SAtk/224 Spe for more bulk.

Some Pokémon can utilize RestTalk more effectively than others. Metagross isn't one of those who'd use RestTalk well; though its bulk is tempting, it has better things to do, like support the team or hit hard. As papayaperson said, you need a spinblocker, like Jellicent or Gengar:

    Jellicent:
    -Scald/Surf
    -Will-o-Wisp/Toxic
    -Recover
    -Taunt
    Nature: Bold
    EVs: 248 HP/216 Def/44 Spe
    Item: Leftovers

    or
    -Scald/Surf
    -Shadow Ball/Ice Beam
    -Will-o-Wisp
    -Recover
    Nature: Calm
    EVs: 252 HP/36 Def/220 SDef
    Item: Leftovers
    Ability: Water Absorb

    Gengar:
    -Substitute
    -Pain Split
    -Shadow Ball
    -Focus Blast
    Nature: Timid
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Life Orb

You can consider another support move (like Thunder Wave, Perish Song, etc.) or coverage move (Psychic, Earth Power, Hidden Power (Ice, Fire)) instead of Reflect on Celebi. What has Reflect done for the team?

Ferrothorn makes a good Celebi backup, though the shared Fire weakness with Skarmory hurts:
    -Spikes/Stealth Rock
    -Leech Seed
    -Gyro Ball/Thunder Wave/Protect
    -Power Whip/Protect
    Nature: Relaxed
    EVs: 252 HP/88 Def/168 SDef
    Item: Leftovers/Shed Shell
