In order to get the National Pokedex, you must have defeated the "elite" 4 and have at least 60 different Pokemon species in your Pokedex (evolutions do count). In order to trade, you must get the Ruby and Sapphire gems and then give them to Celio on One Island so he can get his Network Machine up and running.

    EMERALD
You get the National Pokedex by defeating the "elite" 4. You can also trade at that time too.

    RUBY/SAPPHIRE
There is no trade restrictions and you get the National Pokedex as soon as you trade in a non-Hoenn Pokemon.

Now, there is a way around the trade restriction, at least in Emerald. You can trade non-Hoenn Pokemon from Colesseum to Emerald without the NP. Don't know if that works for FRLG or not. Haven't ever tried it.

He wasn't asking how to get it. He asked how to COMPLETE it.

When you complete the regional pokedex of emerald, you get a choice of Chikorita, Cyndaquil or Totidile. That's the only way to get them. The others you can get in RSE and FRLG.

  • To get Tyranitar you need to catch a Larvitar in FR or LG on seven Island in Sevault Canyon and train it. (Look in Serebii its very helpful)

Actually, you could always get them off Pokémon Colliseum.
