I havve nse v 2x only but I need to know what els I need to completley hack a rom and I would like to make items for the game and add x and y gen pokemon but idk what the remaining tools I need are for the map wditore and tiles and all please help

For mapping, you should use Advance map 1.92. But actually every tool is the best, tool section here says it all, I don't think asking for the best is not really you should do. Rather see le tools for yourself (:

Yourre definitely going to need infranview to resize the sprites. NSE or UNLZ to insert them, and make sure you find a good indexing tutorial.
