I understand your point, hacking is extremely hard, especially when trying to make a really good and polished game, but the fact remains that the creator did things that specifically made the user experience just plain awful. I think he had a great story at the beginning, and he was very creative with all the changes he made to Hoenn, like Draco Island and that Monestary with all those monks. But, a lot of the game, especially the late game, felt like a big f**k you to the player. Why did he make a maze at the end of the game before you fight the final boss where you can't tell where the hell to go, where all the ledges look the same? Why did he make the player answer a series of un-intuitive and ridiculous questions that makes you reset to the beginning after getting one question wrong? The things he did were not because he didn't have the ability to make them better, but because he wanted to piss the player off, and that he did. If you look at this hack as a whole, looking at all the good things (interesting and creative story at the beginning and unique game features) and the bad things (stupid puzzles, cringe humor, purposely-bad mapping at times, quests that don't tell you what to do to complete them, limited amount of catchable zombie pokemon), no person in their right mind would call this is a good hack. I don't care how old it is, a hack automatically doesn't become good and isn't allowed to be criticized just because it's old or unique for its time. The only people who think this hack is good from beginning to end either legitimately like playing games that purposefully try to enrage and troll the user and make them not want to play the game, or are completely ignorant when it comes to Rom Hacks.
This game is objectively bad.
