Rare blastoise?

guys i have this blastoise i bought at a small shop over 10 years ago. i happened to be surfing around and checking out promos today and i realized that the card set image is a squirtle and is not a traditional lighting bolt. i was wondering, is this some sort of rare error? or is this a simple case of im dumb and its from a completely different set?

it's a shiny pokemon . do NOT throw it away because chance to meet shiny pokemon is very low =))

If that is it, then that has me curious as to what the "normal lightning bolt" symbol the OP was talking about was.

OP didn't mention it being Japanese, and I'm wondering about this lightning bolt symbol as well. But, it's been almost a month and no response from OP, so I guess we'll never know.

Not with that set symbol or style, but that reminds me of the Base Set Blastoise the way it's set up (I'm guessing that PokePower is Rain Dance and that attack is Hydro Pump). Though the artwork reminds me of Dark Blastoise.

@Donavannj: It's a word-for-word copy of the Base Set Blastoise. Much like our Alt-art promos. (I just got this card in TCG2, lol)

Yeah, Japan was doing alternate art cards a lot earlier in the set runs than the rest of the world was, probably due to the decisions Wizards of the Coast made while in charge of the printing outside of Japan.
