soul silver team looks good. Except for that gengar of yours. Don't teach it hypnosis. Sometime it fails.

    Gengar
    Ability: Levitate
    Nature: Modest
    Attacks:
remove hypnosis and teach it substitute or painsplit.
Confuse Ray (confuse enemy thats good) or curse. Nail the enemy during substitution by stalling. And use painsplit to recover.
    Shadow Ball
ThunderBolt or focus blast. (Thunder bolt for if you don't have an electric type on your team and focus blast if you don't have a fighting type on your team. When you're ready pm or vm me for a test run? I'm on the east coast and it is 10:20 p.m. right now. Or you can look at this website: https://www.timeanddate.com/worldclock/city.html?n=25

Oh by the way the houndoom is a uu not an ou. You do know the differences right. Or you can search it on google for smogon university website. They tell you everything.

    Dragonite
    Ability: Inner Focus
    Nature: Adamant
    Attacks:
    Dive
    Fly
    Outrage
    Earthquake

Also your dragonite attacks is very bad. I wouldn't teach it fly because one shock of thunder he is dead. Here is my dragonite's move set: Dragon dance, earthquake, fire punch and Dragon rush to make them flinch and attack twice in a row. Also DD can boost the attack and speed to make it faster. Also please stop teaching your pokemon hm moves. The only one I would recommend to use the most is surf and waterfall other than that no.

Another thing why not stealth rock tm on tyranitar instead of rock climb. Stealth rock and hurt pokemon really bad during a battle.

I really only had fly there to get a flying move in and also to get me round everywhere but i might swap it and dive for DD and a punch maybe?
And rock climbs only there for getting to Red so i was thinking of putting in Brick Break instead?
Also what about my White team? Im pretty sure it could do with improvement :P

you can use other pokemon that you are not training to fly for you. That is what I'm doing right now. For white team I'm not familiar with those pokemon. I haven't got the game yet. You might have to want to ask that to the other people who has black and white.

Look at the Team Builder on the Marriland website. It's my most trusted source for Pokemon since the Diamond/Pearl era.
