Um, it would be helpful saying what he did wrong than just giving a number tbh. Pretty useless post you just made. =/

Too much speed for Tar, and use only enough Defense EVs to get Skarmory to 400 Def, and use a couple in Attack and Speed (around 16 EVs in each) and the rest in HP.
