    i played a beta rom to the end, it has a fire red base, when the full game comes out, can i just load it with the sav file to the full game

    Well, you could apply it to the same ROM you used for that beta, if you save in a Pokémon Center. I don't know if it'll mess up your ROM though. So, I'd just apply it to a knew ROM.
