Your sprites are pretty good, for a beggininer.
It looks nice, but it's too copy-pastey. Try editing the Dailga parts to make it fit better on the Pokeball.
All I can say is: LOL. That's one funny fusion.
When making "custom" colors for Pokemon, don't use default paint/photoshop colors, they burn.
Instead use the eyeddropper tool to use colors from other Pokemon sprites.
Edit the Pokeball in the middle. Try making it a yellowish color so it blends in.
It's too copy-pastey. The arms are fine, but edit the bottom part of the sprite.
All you mostly did was paste an Aroma girl's head onto a Chansey.
Edit the sprite a bit so the Chansey sprite looks like a costume.
You need some work on custom spriting. Make the capes, hats, and other accesories more smoother, and realistic. Also make sure that it looks like they fit on the sprite. (if you know what I mean.)
Also, It's hard to tell that that bottom trainer is supposed to be May/Hakura.
Work a bit on these as well. Compare them to the real Noland, and Flannery sprites to get an idea on how these should look. ;)
Work a bit on the sword, and cloak. They look flat, and un-realitic.
Use the eyedropper tool to get colors from a R/S/E Team Magma sprite and use those on this sprite.
Work a bit on the shading for the back as well. And smooth out those custom parts.
