with the stats of

also i need a moveset for a luxray
and tell me against which poke and what stat i should ev train

The Trophy Garden is a great place to train sweepers. A great abundance of Kricketune (2 Atk EVs each), Roselia (2 Sp.Atk EVs each), and Staravia/Pikachu (2 Speed EVs each). As for distribution, Max out its Attack for sure and put the rest into Speed and HP.

Then try this moveset:

-Spark/Thunderbolt
-Ice Fang
-Crunch
-Roar/Return
