Starting Weapon: Integrated blades in his mechanical arms. They look like a skinny double bladed sword ending in a sharp point on both ends. They extend 8 inches forward from the wrist or backwards from the elbows, and come out of the underside of his arm (directly below his palm).
Appearance:
Vikar has brown hair that stands at a maximum length of 2 or 3 inches on the top of his head and tapers to a shorter length next to his ears. He is clean shaven other than 1 inch sideburns. His eye color is usually red and this unusual coloration is because they are actually mechanical enhancements and not real human eyes, in fact he can change his eye color at choice but tends to stick with red to match the red lines on his face. His skin is slightly tanned, but he still looks a little pale due to his naturally light colored skin. His six foot two frame (well what is left of his human body) is well built from extensive training. He looks like he is only 25 years old due the intensive modifications, nanobot repair system, and advanced age reduction enhancements.
Blood red lines run all over his flesh, and his enhancements are a dark metallic grey. His arms and legs are completely replaces from his thighs and his shoulders down. The red lines are actually wires directly under the skin. The design of his limbs makes them look like muscular metal copies of real human limbs, but Vikar refuses to have them camouflaged with a flesh like "paint" so the metal panels, fake muscles, and wires are still bare metal and alloys. His lower arms (between his hands and elbow) are a bit thicker than a normal human's due to the blades hidden in them.
He is almost always wearing a light body armor sneak suit, but when walking around "normally" he wears a black t shirt and jeans. Thought this just seems to be the quick solution to someone bugging him about trying to look normal instead of a soldier all the time.
Personality:
Straight and to the point Vikar isn't the type who likes to hide what he feels unless he has a reason to bull**** you. He is devoted to tasks given to him and usually puts them before his own desires. He is very confident in his abilities, but will not brag about them unless he is trying to intimidate someone. Vikar rarely ever smiles and doesn't like to joke around even when having time off. He is a very focused individual who will do what is needed to get his task down.
This professional and hard exterior shields his inner turmoil and isolation. Despite always surrounding himself with his fellow Manei Domini he feels like an outsider. He follows orders to the letter and has proven his skills to his fellow enhanced soldiers, but they still treat him a bit like an outsider. Inside he doesn't feel like he belongs among this elite group of enhanced soldiers, and so was assigned to work with the Human Republic.
Vikar is fanatically loyal to the Manei Domini despite his isolation, and this has not changed since his rise to a leadership position within the Human Republic. He seems to be completely devoted to the Human Republic's victory, but he still takes his orders from the Manei Domini…
He also has a deep hatred for pokemon and the Ralts evolution line in particular. While his bad experience started this it was the Manei Domini's "brain washing" that drove his hate to the level it is. He has no desire to see a unity between humans and pokemon, and believes humanity should exterminate Pokemon as they begin their advancement into the future with technology leading the way.

"No but its best to be safe than sorry since he will be on his own for a while and he might discover some evidence. Also what parts did you write? The history itself or the files?"
"Both, and if two and three did the mission correctly there will be no evidence. As far as paperwork goes everything reflects the history."
"I wish you would stop using our numbered ranks, and I don't doubt any of your abilities, but we are still part human and can make mistakes."

Vikar was born in Kanto and left the region once he hit 18 to join a Special Weapons Response Team division of the police force located in Kanto to help fight crime. His career with the Police force ended when he tried to expose a ring of corruption within the police force. Little did he know it was linked all the way to the top. He was set up by his superiors but barely was able to avoid the trap that had been set for him. When this didn't work a hit was set up on Vikar, and they almost succeeded in killing the good police officer. Vikar was able to kill his attacker, but he then realized he was over his head so he fled to Hoenn.
He took up a small security job with Nivok Industries. His new life started off on a positive note when he started dating Nel, one of Nivok Industries' receptionists. The two only dated for eight months before they got married. They were happily married for four years and had a young boy and another child on the way when his life was destroyed by pokemon.
When on vacation to the lakes on Route 110 Vikar and his family were biking on the Cycling road when they were attacked by two Pokemon, a Gallade and a shiny Gardevoir. The pokemon claimed the humans were trespassing into pokemon territory. While the family had gotten close to the border they had been careful not to cross it. So in fact the Pokemon were "invading." They two Pokemon killed Nel quickly and the Gallade attacked Vikar who defended himself with his side arm he used at work. After giving the Gallade a gun wound to the shoulder the Gardevoir jumped in and both of the Psychic's combined power took over Vikar's body, and made him shoot his own daughter in the head.
"Daddy what are you doing? Daddy?! Daddy Please don't kil…" the plea ended with the sound of a pistol discharging.
The Gallade then tore into Vikar leaving him half dead. Had it not been for a Human Republic border defense squad finding Vikar he would have died alongside his family.
The medics were barely able to keep Vikar alive despite using many machines and using every technique and skill they had while they transported him out via Medical VTOL. The thing that save his life was a sudden call from Nivok Industries' CEO who redirected the VTOL to an enhancement facility. There his damaged and destroyed organs were replaced with Nivok Industries state of the art mechanical organs.
After waking up with most of his organs replaced, but his arms and legs almost useless, Vikar joined a highly secret elite team of super soldiers under command of Vlad. Vikar as part of being a member of the Manei Domini had access to many top secret enhancements. It took 6 months of extensive enhancement implanting surgeries to fully enhance Vikar. By the time he actually started to train with the Manei Domini he was the most "enhanced" member of the group. His current rank is Four and he specializes in stealth and killing his enemies without being detected earning him the role of "Wraith."
Vikar joined the Human Republic a few years ago and has risen the ranks rather quickly. His professional attitude and devotion to duty have strengthened his position among the troops of the Human Republic. His success in "negotiating" unparallel support from Nivok Industries in weapon and enhancement technology gained the attention of other ranking officers. His real drive to power was when the Human Republic leader was assassinated. His anti-pokemon views instantly became much more popular, and he quickly took a hold of the opportunity to push his agenda. It was Vikar who pushed Cain to declare war more than any other officer. In fact, Vikar's efforts were the cause behind the war starting before the previous general's killer was discovered.
Vikar soon found himself in a position he couldn't refuse, but didn't really want: that of the second in command. Most see it as Cain's efforts to appease the growing anti-pokemon crowd. Despite not wanting the position Vikar took it and quickly began planning alongside Cain to destroy the pokemons' forces. Vikar loves to personally join the battle and is often the first to strike a target softening it up for his soldiers to attack through, and this lead from the front method has made his men respect him greatly. The reality is his lead from the front style is more driven by his personal desire to kill pokemon than his personal leadership skills.

Custom "Ghost" 10mm Pistol with built in Sound Suppressor, red dot scope, temperature suppression, gas diffuser, recoil reducer, and uses custom made bullets. This pistol alone cost as much as a small car and its custom constructed from special order parts and assembled by Virak… In the last operation it was heavy damaged when it took a direct hit from an attack. Virak is currently rebuilding it.
NOTE: The Manei Domini is a "ghost" organization and no one knows they exist. They have operated behind a veil of secrecy and political red tape for years. No one in the Human Republic knows they exist, and no one likely will since those who do tend to disappear.
Summary of Enhancements:
While Vikar's strength and durability have been enhanced some most of his enhancements focus on being stealthy. His favored weapons are blades that extend from both of his arms either forward past the hands or backwards behind the shoulders. He also has an experimental built in Cloaking field but its extreme energy cost allow allows it to be used in short bursts. Lastly he has had many enhancements to prevent him from being heard, smelled, or detected with Psychic powers.
If the situation gets out of hand Vikar can sprint faster and jump higher than normal humans due to his machine legs, and his mechanical limbs are much more flexible than a normal limb allowing him to position and control them in ways a normal human never could.
Vikar has no feeling in most of his body so he is largely immune to pain, but this also means he can't feel the touch of others or even a loving kiss (not that anyone would want to kiss him…).
