if i cant use pokemon over level 10 can i use pokemon that are fully evolved like electivire, steelix, scizor, magmotar, raichu, butterfree, beedrill, and other trade/stone evolution pokemon?

im kind of interested but i want to be sure what type of team i have to make

is it OU, UU, NFE, NU?
just being able to throw any pokemon on a team that is under level 10 is a bit confusing and it will be challenging to make a proper team that will be balanced and "not cheap"

you should read up on the tier list
OU=overused
NFE=not fully evolved
UU=under used
U= ubers
