Anyways, another solution would be:
1. Eevee can learn tackle
2. Tackle is a normal type move
3. Growl is another normal type move
4. Jolteon cannot learn growl by level up
5. Jolteons is an electric type
6. Electric does not affect ground types
7. Eevee cannot evolve into a ground type
8. You can pick up a masterball with Eevee in your first slot.

It can still be done in several ways. Here's one-

1. Sheer Force raises the base power of certain moves by 30%.
2. Another ability that raises the power of some moves by 30% is Sand Force.
