Question: Where to post a question about rom hacking

I've been reading the rules for different sections in the forum regarding where I can post my questions about how to perform a specific rom hack, but I can't figure anything out. The rules of the rom hacking section redirects people who want to ask questions to a closed thread. Where can I ask my question?

I figured I should ask before making any assumptions and just starting a thread in the wrong place.

Yeah, I know asking a question about a question is lame, but I just wanted to do things right on this board and not give anyone a hard time.
