Mewtwo. Cause he has better base stats. I'm not saying Hypno is bad but it's worse than Mewtwo when it comes to stats and movesets.

arcanine vs hypno
A standard Flawless Positive 252 Atk Arcanine deals 82.96% - 97.75% damage to a Flawless Neutral 0 Defense Hypno through Flare Blitz. Arcanine will barely fall short of an OHKO on its first turn unless it has a Choice Band. So unless Hypno can OHKO Arcanine on its first turn, Arcanine proceeds to strike again thus 2HKOing Hypno. Btw, seriously guys, what kind of Arcanine carries Bite lol? Bite tops at 80 - 100 power (I forget) even with supereffective so you're better off using 180 Power Flare Blitz anyways.

raichu vs ampharos
Raichu will 4HKO Ampharos with Grass Knot (80 Power), unless it uses Nasty Plot in which it will 2HKO Ampharos. Note that using Nasty Plot does take up a turn so Raichu will take up three turns to KO Ampharos at least. These calculations are based on Flawless Positive 252 Sp. Atk Raichu using Grass Knot (80) on Flawless Neutral 0 Sp.Def Ampharos which results in 51.09% - 59.81% of Ampharos's HP lost, which is a 2HKO. So unless Ampharos can 2HKO Raichu, it will be done for. Now, Ampharos has two options from here: Hidden Power [ICE/GRASS] and Focus Blast. Flawless Positive 252 Sp.Atk Ampharos attacking Flawless Neutral 0 Sp.Def Raichu. Hidden Power will deal 36.02% - 42.15% falling short of a 2HKO. Focus Blast will deal 61.30% - 72..03% which is a 2HKO, but assuming that both Focus Blasts connect with Raichu. There is a 49% chance that Focus Blast will connect both times. Raichu has the upper hand by 1%, but that's worth nothing really. So it could go either way.

Ampharos has 115 base Special Attack while Raichu has 90.
Ampharos has 90 base HP and Special Defense.

It also has Substitute and Light Screen to pretty much own Raichu. Therefore, between them, Ampharos would win.

In the case of Arcanine vs. Hypno, yes, Arcanine has Bite and Crunch, but both moves are rarely seen in sets for it, while Reflect is almost always seen in Hypno sets. Hypno could come in on an already paralyzed/weakened Arcanine and win, but in a straight one on one, Arcanine would win just because Hypno wouldn't be able to wall it quickly enough due to Arcanine's 110 base Attack vs. 85/70 HP/Defense with Hypno. Even with Reflect, Arcanine will 3HKO (without even needing to calculate) before Wish can restore Hypno's HP.

Mewtwo is far superior to Hypno because it's Uber, duh.

The rules clearly state that in threads that are comparing two or more Pokémon they must have something to do with each other... and in the case of Raichu and Ampharos that's true, but Hypno and Arcanine... not so much :| So consider this a warning I guess.
