    Starmie wants 132 SAtk to OHKO 4 HP/0 SpD Garchomp. Blissey also wants more Special Defense this gen because Special hits are getting harder, with Fighting type special attacks, Choice Specs, Life Orb, and Nasty Plot. Garchomp doesn't need those HP EVs and Tyranitar only needs 80 Speed EVs to outrun 4 Speed neutral nature Skarmory and Metagross. You must outspeed Skarmory to 2HKO it with Stone Edge before it Roosts. Pursuit catches fleeing Psychics and makes them faint before they switch to a counter.

    Allright thanks, looks similar to the one I had planned, but the Blissey is different. I used a Clam Mind Blissey with more defence.

    You can opt for either a Dragon Dance or a Swords Dance set.
    Keep in mind Gyarados does DD much better.

    Feraligatr @ Life Orb / Leftovers
    EVs: 28 HP / 252 Atk / 228 Spe
    Adamant ~ Torrent
    - Dragon Dance
    - Waterfall
    - Ice Punch
    - Earthquake

    as for a Swords Dance set, I'd go with;

    Feraligatr @ Salac Berry
    EVs: 6 HP / 252 Atk / 252 Spe
    Jolly ~ Torrent
    - Swords Dance
    - Waterfall
    - Ice Punch
    - Earthquake

    Feraligatr is quite bulky, so you can hope to get one or two SDs and have the opponent lower your health just enough for Salac to activate, which will activate Torrent too, making Waterfall beastly.

    Assuming that's a LV 50 Balanced Deoxys, the speed is pathetic (8-9). The SAtk is lovely, though.(30-31). I would keep SRing, but you should check for other opinions.

    What IVs should I be aiming for on a +SDef RestTalk Lax?
    30+/20+/20+/ x /30+/ x ?

    I usually aim for about 20+ in HP, Def and SDef for walls.

    Yeah. here are some movesets for Luke. Well, atleast for Special Sweeper. Physical Sweeper works better but Special is just as strong.

    Lucario @ Choice Specs
    Modest <4Def/252SpAtk/252Speed>
    Dragon Pulse
    Dark Pulse
    Vacuum Wave/Psychic
    Aura Sphere
    You'll need to breed with Hitmonchan for Vacuum Wave.

    SDLuke
    Lucario @ Life Orb/Expert Belt
    Adamant <4HP/252ATK/252Speed>
    Close Combat
    Swords Dance
    Extreme Speed/Stone Edge
    Crunch/Stone Edge
    Physical Attacker. Life Orb gives more Attack boost but inflicts damage to the wearer. I prefer ExtremeSpeed over SE but Crunch and SE are up to you. Both these sets can take out a Cresselia off 1-2 hits. I'd use SDLuke but that's only because my experiences with him have been better. SpecsLuke just annoyed me because of the Choice Specs. You could replace it with Exert Belt but that'll only boost 2 of your moves and will prove to be useless.

    How in the world does Blaziken learn Roost? o_O If it could, Gyarados should get Roost. >=O Anyway, maybe you could put Life Orb as the item? Don't use Earthquake on any fighter, provides poor coverage on them. Fire Punch can be >> Blaze Kick for 100% accuracy and little BP loss. Flare Blitz can also be used over Blaze Kick, for both more BP and accuracy. Maybe you should put Swords Dance >> Roost and Baton Pass or Stone Edge over Earthquake.

    Can anyone help me with my Blue team?

    I'm restarting my Blue Version for an old-school pokemon tournament with my friends. I have a week to get a team together and train. What are your recommendations/most successful teams? The only permanent member of the team would be Charizard, the rest is up to you.
