Naaah. What you're thinking of is tables, which is sadly an HTML thing and not a CSS thing. Thus, no.

xD Yeah. It's not exactly simple.

The css-div areas create boxs so to speak. You then have to provide it with argument such as the height and width. Also background-image. It creates a sort of box in your signature in which you can do other things. This is useful for making an image a background behind text. I used seperate css-divs for the scrollbar area. It's a box within a box so to speak. All I had to do to get the scrollbar was to set overflow to auto. You can change the position of these boxs by using margins. For instance, margin-top:50px will create a 50 pixel pargin between the top of the box and the top of the area it's within. There are some limitations to being able to move them around though. For instance, I don't know how to make a box that is both within another box and outside that box.

Aww, thank you! ^3^ The picture as a background is done using some simple CSS, which is allowed on the board. The scrollbar is a seperate CSS box with it's own transluscent white background containing simple text and links inside it. The tunes I made myself and uploaded to a site that allows you to host direct links to MP3 files. Here are the tags you use for those. They're real easy. Just convert the "()" to "[]"
