As far as I know any of it's offspring would be able to battle and considered legitimate

Don't try to use it for inline battles.
Don't trade it to someone without telling them it's hacked.
Anything in your game should be ok

SR = closing and opening the game until you get the Pokemon you want.
Power Save is an external device (hack) that creates a separate save file.
Clone = exact copy of a Pokemon, there are several ways of doing that this Gen.
(I'm not at expert on the methods)
RNG = figuring out how and where to start a game to get the Pokemon you want (basically figuring out exactly where in the RNG program the game is and if necessary re-starting it. Fairly common practice gen 5 impossible so far in gen 6 and more difficult and less common in gen 3 and 4)

You can still use it in your own game without problems but it may be blocked from online battles.
And if you ever trade it you should let your partner know.
I'm thinking the reason it doesn't have the Ribbon is someone used a power save to alter the IVs
But I don't know for sure.

They may not have known but it should still have an Event Ribbon and it doesn't. I don't think those can be taken away once they are awarded.
It may be a clone but I thought clones copied the ribbons too.

3 things concern me:
the IVs
it should have a Focus Sash and doesn't maybe someone wanted the Focus Sash for another pokemon or maybe it was used up in a battle
it should have a Ribbon and doesn't (this is a biggy)

That and the 6 IVs in WT make me suspicious of a hack
