Pretty sure it is, considering that's how it usually works when evolving via held item, be it by trading or by leveling up. In any case, you can find more of the evolutionary items being held by wild Pokemon. Metal Coat can be found held by wild Magnemite.

Expanding on the Toxic glitch, in case it helps, I did some more tests and it seems that if used by a non-Poison type Pokemon Toxic will always hit, even underground foes (and possibly in other states, too), while if used by a Poison type it won't hit through Dig, but still can miss Pokemon...

Speaking of TMs, I noticed the new ones are learnable only by pokes who could learn the old ones. Like, TM30 used to be Teleport and is now Shadow Ball. And as Gastly could not learn Teleport, it can not learn Shadow Ball now. The thing with TM37 is even more weird. I hope that this gets fixed...
