I think that Arceus created Mew which then went on to create all the Pokemon. However, legendaries all came from Arceus (or split off other legendaries e.g. Lake Trio) and the rest came from them and Mew. Kanto and Sinnoh tribes are far away from each other, which explains why they think Mew...
