You can set your player character icon to that of a NPC in your PSS settings. It doesn't change the way you actually look in game, nor does it mean those players are without a hat.

I think the whole 3d aspect brought new life into the game. It makes me feel more connected with my pokemon.

I think it was disabled in some areas/circumstances due to frame rate issues. Lets be honest, the 3ds struggles to pull the game off, even with standard 2d. Using 3d when available causes a blatant drop in frame rate.
