Also, sometimes, even with both conditions met, you could go months without the towers because your transportation network is positively horrid.

That's close, but not quite spot on. I need to actually reach enough in population to trigger a given "stage". Stage 8, the final development stage, is where all the supertalls are. It won't matter what my demand is if I'm not at the appropriate development stage.
