That happened between RS and Em, Roserade and Meditite are no where to be found in Emerald. While Misdreavus and Murkrow are unavailable in Platinum, whilst they are exclusive in Pearl and Diamond before HGSS' release.

Spinda, don't forget -- at least 150 Pokemon in each categories of the Kalos dex! Obviously the leaked list has less than 150 Pokemon! I don't think an additional 30 Pokemon to the National Dex is enough to form a Southern Kalos Dex; they'll surely add up some old ones.

Well we need a leak of the Southern Kalos Dex then, not just the natives. (: There's a possibility that they were leaked purposely if they were real. But the whole Kalos Dex leaking? Not a chance, because once we see the old Pokemon we can easily guess which non-native Kalos Pokemon are going to receive a Mega Evolution.
