What's the rule? I'd like to try it and see if it works in v19

Basically the title. There's a few points in my game where you'll need to fight some legendaries, and I want the player to battle them in the main story and catch them in the postgame. Is there a way to do it?

I have a team of level 100 pokemon, plus all 8 badges, so wild pokemon and trainer pokemon should be very close to my level, right?

The trainers only level up to 55. How do I change that?
