I think I've only seen that theme deck packaging once. Usually, when I see the theme deck ones, there's a theme deck in its original box, a few promos, and a couple boosters.

Honestly, I've never really given much thought as to whether they should have genders or not. Though I really don't care either way. In-game, they're more collection piece than anything. I generally avoid using Legendaries now but don't tell that to 12 year old me with my BAMF duo of Kyogre and Blaziken

Clearly your Target is carrying those in 3rd party packs, right? None of my local Targets (and, being the home turf of Target, there are 6 or 7 of them within 15 miles of me) carry official blisters of anything older than Next Destinies. Are you sure those aren't 3rd party blisters? There are quite a few companies that make their money by buying excess stock from hobby shops and on the open market and then repackaging them in groups. I've seen quite a few of those 3rd party blisters that have HGSS packs in them. You just gotta know what the 3rd party blisters look like and know how to view the packs each contains before buying them, although that mostly just requires knowing what the booster packs for a set look like.

Its appearance indicates that it would be a female exclusive. Though I wasn't aware the genies even had genders.
