If you're asking how to add them, you'll probably want to start fiddling with ASM, as any approach other than simply tying them to evolutionary stones will require it. Due to the variation in form mechanics, their interactivity with other systems, and the multiple options in implementing them, I can't really give specific advice on it; looking into dex expansion is a good idea though.

No I can't sorry, the routines are flexible and customizable so I won't be doing that sorry, they should work fine unless you haven't adjusted the locations at the bottom of the routine.

Yeah, the only ROM-hack I've played is Light Platinum. It's a very good game. I'm not really into hacking, as I haven't created anything good enough to share.
