I have got Ice Smash on my Heracross for days but it doesn't do any good.

i'm very sure, i dont missed anything. because the tm focuspunch you only get after the gym before, arent you ? so after this ive broke the stones and go to the next town. is there anything i must do before i can talk to the gymleader?

It sounds like you've beaten the Gym, so go to the Route 409 beach and talk to the chap there. You'll run into him soon in the next city, too.

You should have obtained a pass that allows you to go there.
You just need to use the plane (the same one that transported you to Imatari Islands) to reach there.

Actually you go to the Pokemon World Championship by train in Central City. I believe you get the pass from Prof. Jasmine in Yellow Town after defeating the Lauren Pokemon League.
