As for two of your moves which I feel like commenting on... xD
Technically there already is a "fire tackle". I'm sure Flare Blitz covers this as it's the fire type for Volt Tackle.
Rock Break? That'd be too similar to Brick Break and Rock Smash IMO.

Fishlame- Namelame. Honestly... first of all, we already have 'Magikrap' as Ichida said, which is a pain in the *bleep* to train. WHY THE HECK WOULD WE NEED A LONGER TIME TO TRAIN MAGIKRAP?! *ahem* Sorry.

Rockeon- Something a little more original? Maybe Boldreon? (Boldereon. XD) Or, Stoneon?

I think in the 5th generation they should let u mix moves to make moves. Like ex. Sky uppercut and Thunder-Thunder Uppercut. A lightning attack which would hit a pokemon who's flying. Perfect attack for Flying or Flying dragons because u could 2x hurt them even when they're flying.
