I was just walking around for about 2 minutes, walking everywhere, ignoring the tail. That's the misguiding part. All of a sudden, I couldn't move, I felt I was stuck. I pressed "A", and voila, it attacked. (By the way, I caught it in 6 turns. 4x Mud Shot, 2 Great Balls.)

What level is Mew at? Gotta be prepared with enough stuff.

mew is at level 30..and in my opinion is easy to catch, easier than the other legendaries because its only at level 30,
what i did and i reccomend is that you use a mightyena, around lvl 30-40 and slowly chip mews health down, i actually caught it in a pokeball!

Also serbii.net reports that the 3 johto starters ARE in emerald:

you have to fill up the HOENN dex, then go to prof.birch and you can pick EITHER cyndaquil, totodile or chikorita.

anyone think the battle fronteir is hard? i can win the battle dome tournaments 2or 3 times in a row then i lose, the battle factory is quite easy
and the other places are bhard.

* but at least ive got the legends: mew,rayquaza,kyogre,groudon,latias and latios, and others...
