It's a Grass type special move.

Vulpix brings back bad memories from my LeafGreen. O_o;

After searching through 30 something Vulpixes, a Shiny one suddenly appeared. I went to capture it, and for the FIRST time out of ALL 30 Vulpixes, my Ivysaur's Sleep Powder missed. =( The Vulpix used Roar and it was the end of that.
