1996. It's been a year since the the Johtoean Diet lifted the twenty-year ban on the distribution of Pok?mon Training licenses, in the face of a down-turned economy and increasingly disturbing feral attacks. The newly-reformed Johto Pok?mon League Federation is now open to the public, its design supported by their more developed and successful sister model in Kanto. Yet on Johtoean soil, their own Federation is still trying to break ground, as the so-called Pocket Monsters are still publicly seen as too dangerous to be ?at an inferior man?s will??as was once worded by the Diet legislation.
Preceding the repeal, conflict within the world-renown Union of Leading Trained Rational Academics, or U.L.T.R.A., hit the presses. A ?heated debate? about the ?ethics? of the organization?consisting of some of the biggest names of Pok?mon research: professors, engineers, and scientists alike?led to many affiliates disassociating themselves from the group. Those who fell away independently pursued personal interests and contributed discoveries to the collective knowledge of the public. Others stayed by U.L.T.R.A.'s founder and beneficiary, Mr. Silph. As the head of the cutting edge inter-regional science research firm, Silph Co., many supported him and what was left of U.L.T.R.A., among other things, their genetic testing on the domestication of the recently-dubbed "Beta" Pok?mon.
The abolition of the ban brought little applause by civilians. Many are too scared to celebrate a decision that could possibly render a group of newly-licensed adolescents gored in the wilderness, as the attacks are increasing, seemingly, every month. If licenses were being forced on the region?s youth, there?d been rioting. Instead, the Johto Pok?mon League Federation proposed a ?test round?, and cooperated with a reduced and reluctant U.L.T.R.A. to provide Pok?Dexes to those eligible to take up the task of Pok?mon Trainer. The League's incentive is not just to test out its Gym circuit in comparison to Kanto's, and even beyond the lure of tourism from the Trainer career. The League hopes to build a rising generation with the skill, experience, and wherewithal to control these feral monsters and employ them as defenders for the region in a threatening time for the vulnerable and unprepared.

Some characters are key to the story and only I can properly characterize them, otherwise, I may allow minor NPCs to be controlled.
4. Players are allowed two weeks maximum between posts. Any longer and I reserve the right to warn or suspend a character, or disallow a player for inactivity. Collaborative posts between players do count towards posting activity. Please tell me beforehand if other commitments are interfering with your post activity and I will reasonably try to accommodate you.
