i heard that you cant trade lg deoxys with fr and ruby and sapphire, and vise versa
is it true?

No you can trade it to the other games. Just know that Deoxys changes to the form specific to the game you trade it to.

deoxys is obtained on some island in FR/LG
there isnt a way of catching it in R/S i believe
but again you can catch it in Emerald i believe

To obtain Dexoys, you need to download the Mystery/Aurora ticket (I forget which one o_O) and go to Birth Island. To trade between LG is easy. To trade between RSE you need both plates and to talk to Celio on One Island. Deoxys changes form when you trade. It shall become Normal Deoxys in RS, Attack Deoxys in FR, Defense Deoxys in LG and Speed Deoxys (Deoxys-E) in Emerald. Happy trading. ^_^
