None of this is my opinion. If it were, Tropius automatically.
Anyway, as you can see, Tropius has more pluses (representing which
stat is higher). Staraptor has decent stats
excluding it's SP.'s. Likewise with Tropius (w/o speed)
Staraptor is good for striking first and hitting hard (atk)
but fails at everything else, compared to Tropius.
Tropius is for a pokemon that can hold it's ground doing
decent damage, as it's a bulky behemoth. It's impossible
to compare these two different classes of pokemon fairly,
but stat-wise, Tropius wins. Ability-wise, tropius gets an extra boost with
Solar Power in Sp.Atk, multiplied by 1.5, costing a few HP each turn
which isn't a problem since it has bulky HP to spare. With it's other ability,
Chlorophyll, it gets a speed boost, raising it to 442, which is faster
than Staraptor. Also, it has a choice of two different abilities.
Staraptor has one: Intimidate. This ability is pretty good,
but inefficient to pokemon with Clear Body, Hyper Cutter, etc.
People say tropius is awful due to it's 4x weakness.
Choose another perspective. You'll see 2 new resistances
(Water, Thunder halved). Grass types do have more weaknesses,
but types don't matter as much when the odds are stacked against Staraptor.
Staraptor is just lacking compared to Tropius.
Now, into move-pools.. Need I say more?
Staraptor has a ridiculously simple move-pool incl. Platinum Tutors.
Close Combat is a pretty handsome niche, but that's about it.
Tropius has brutal moves like LEAF STORM, SOLAR BEAM, OUTRAGE, AIR SLASH,
etc. Those were moves excluding TMs! It even has two types of healers
(Roost or Synthesis!) and can deal some hits with Earthquake!
In your opinion, Staraptor may looks nicer or is cooler or whatever,
But in actuality, Tropius obliterates Staraptor. Sorry.
To answer your question, Tropius as opposed to Staraptor, let alone Staravia.
