    In the Emerald rom hack I'm making Froakie is the water starter. I want to make Water Shuriken in to a move that can be learned because Water Shuriken is Greninja's signature move and I want to be able to use it. And since water shuriken didn't exist in gen 3 I don't know how to give it it's make it so that Water Shuriken has the same effects in my rom hack as the effects it has in the main series games.
