Oh, god I can't remember which one it is. Fallarbor or Rustboro. The one with the underwater museum thing, and you need to get their by boat the first time.
 
Doesn't protein raise attack? Well, Dewford would be my next guess, because the leader uses fighting, which was completely attack based back in the GBA games.
