Kanto Starter:
I like all of them but my favorite in appearance is Charmander XD.

Johto Starter:
Again I like all of them but my favorite is Totodile coz it's cute =P

Hoenn Starter:
Like the previous two, I like all of them. Can't decide which is my favorite tho.

Sinnoh Starter:
Well I can't exactly say which is my favorite coz I never played D/P before...

As far as my favorite starter out of all of them, It would be Cyndaquil, hands down.

Kanto: Squirtle - My all time favourite! He's awsome! I've never evolved my Squirtle
Johto: Totodile - I love this Pokémon alot. Just as much as Squirtle. I've never evolved it too.
Hoenn: Mudkip - Cute but deadly
Sinnoh: Piplup - Just cute. I have evolved it. I regret it sadly :|

Funny that this list is actually the same as my list of favourite Pokémon. Exactly the same order.

My favorite starter from their respective regions are:

Kanto: Charmander (Charmander has an awesome, albeit slightly overrated, final evolution)
Johto: Cyndaquil (decent move pool and to top it all of, it has an awesome evolution family)
Hoenn: Mudkip (Mudkip is such an adorable pokemon, and it's move pool is pretty good once it evolves)
Sinnoh: Piplup (Even though Piplup can annoy me, its final evolution, Empoleon, is just far too awesome)

That pretty much covers my favorite starters from each region.

i voted for cyndaquil cause i love fire types. and i love johto. so it would only make sense.
