Okay. I would like to post this image; (https://i234.photobucket.com/albums/ee298/DawnandPachirisu/Candace-Normal.png) as my background image. The problem is, how can I make it show up on my Profile page?

Upload it to your PC albums and set it as a background. You should then be able to select it by ' Background Image' in Customize Profile.
Edit it looks like you already have them uploaded.

I saw the problem and did what was stated, I had the image saved in my album.

I have my question answered, so someone can lock this if they wish.

I'm also having this issue. I have a picture uploaded to a Public album but whenever I click Customize Profile the option to set a background image never seems to show up. Do I have to be a PC supporter or something?

Yes. Being a supporter or staff is necessary to have profile backgrounds.
